Present development status

In recent years, Shenyang information industry develops rapidly, has become one of pillar industries that drive the development of Shenyang economy. Information industry of the whole city achieved output value and sales income of RMB 22 billion yuan in 2006, accounting for 8.15% of industrial output value of eight pillar industries of the whole city, and 6.56% of industrial output value of the enterprises above designated-size. Export for earning foreign currency was USD 880 million, went up 44.26%, accounting for 33.2% of total export of the city.

Information product manufacture: information product manufacture technology and digital medical equipment industrial park have been established. In 2006, information product manufacture achieved output value of RMB 12 billion yuan, went up 20%; export for earning foreign currency was USD 800 million, an increase of 37.93% over last year.

Main products include: such six kinds of products as computer, audiovisual product, communication, digital medical equipment, integrated circuit (exposure, etching and track system) and electronic elements.

Key products have formed comparatively concentrated production base, including digital medical equipment manufacture base of Neusoft Group, household audiovisual equipment manufacture base of LG Electronics, intelligent building product manufacture base of East-West Co., intelligent traffic product manufacture base of Tianjiu Group, industrial automatic product manufacture base taking NEU Automation and Xinsong Robert as representative. The technology of digital medical equipment has been the leading position in the same industry nationwide.

A lot of top-end projects of IT industry have been started, such as optical fiber of Shenyang Hengtong, flexible CMOS chip of AMCT, Xinyuan semiconductor equipment manufacture, Zhongxing Communication industrial park, Qinghua Tongfang Information Industrial Park, Neusoft Philip digital medical industrial park and so on, which have formed new increasing points and provided important support for sustainable development of Shenyang information industry.

Software industry: to establish Neusoft state-level “863” software park, province-level Shenyang software park, Kaifu software park, Angli IT park; 21st Century Building software incubator center, Shenyang Computer Institute software incubator center, animation and cartoon industrial park. In 2006, software industry of Shenyang achieved sales income of RMB 10 billion yuan, an increase of 25% over the last year; export achieved USD 80 million, an increase of 23.07% over last year.

Now there are 400 software enterprises, of which 209 enterprises and 561 software products have passed “double software certification” (software product, software enterprise certification), 5 enterprises have been listed as national top 100 software enterprises, 6 enterprises passed CMM Grade II certification, 3 enterprises are conducting CMM Grade III certification, by which three characteristic fields as embedded software, animation & cartoon and software outsourcing have formed. Shenyang has been listed as developed city of domestic software industry. Now near 7000 technical personnel members and 15,000 practitioners are engaging in software development.

Informatization and information service industry: with respect to E-Government construction, 69.4% government departments have built office Intranet; 54.1% departments have used on-line office; 53% departments have built open government affairs website.

In enterprise informatization , CAD, CAM and other information technologies have been emphatically applied. Shenyang Aircraft Corporation, Liming Aeroengine, Shenyang Air Blower Group, Baike Group and other backbone enterprises have built their Intranet to carry out ERP and E-Commerce.

As concerns social informatization, “Digital Shenyang”, “Rose Commercial City” and other comprehensive and specialized websites have been built and opened; 11.6 million bank cards have been accumulatively distributed; Taken public transportation application as cut-in point, 1.1 million City Smart Cards have been distributed; “Shenyang service information network for common people life”, “Shenyang community information management network” and other information platforms have been built.

Construction of agricultural economy information network was given prominence to “one horizontal, one vertical” the city agricultural economy information network system. Agricultural economy information network developed rapidly and more than 100 agricultural and countryside economic information databases have been constructed.

The income of information service industry (excluding information transmission) was about RMB 710 million yuan.

---- Perfect marketing system. There is one of national five large-scale computer markets—“China Computer Software City” at Sanhao Street of Shenyang, annual sales amount is RMB 15 billion yuan. Northeast Communication Market, as a large specialized market selling communication products such as mobile phone and component parts, achieves annual sales amount RMB 5.0 billion yuan.

---- Strong technological strength. There are Northeast Microelectronics Research Institute, Computer Technology Research Institute CAS, Automation Research Institute CAS and other state-level scientific research bases.
