It is located in the north of Shenyang, the middle of “Northeast City Corridor” including Dalian, Changchun and Harbin. It is near to Shenyang urban area in the south, adjacent to Tieling in the north and Fushun in the east, neighboring to Liaoxi Corridor in the west. It is the golden passage connecting three provinces of Jilin, Heilongjiang and Inner Mongolia and the important hinge of “Northeast City Corridor”. It is the national fourth new district approved by the state, and enjoys economic management right of city level and some city planning and construction management right. Its main park – Electronic Information Industrial Park of Shenyang Puhe New City emphatically develops software industry, information product manufacture and information service industry, and strives for building itself into an IT industrial base with largest scale and best environment in northeastern region.

| Preferential policies of IT Industrial Park of Shenyang Puhe New City: |
| To provide land by the form of transfer, leasing, etc. for the projects residing in the District with domestic or foreign investment. The land use terms for commercial estate project can be as long as 40 years, and that for industrial projects 50 years. |
| To carry out net land transfer and the transferred land will not share the areas of public works and virescence. |
To access the facilities for water, power, heating, steam, gas and telecommunication (seven accesses) into 50-meter range of red line for project land use. The land for industrial use will be free from power capacity adding fee and infrastructure mating fee (with exception of access fee for water supply, heating supply, steam supply and gas). |
National and provincial new and high-tech enterprises shall enjoy a reduced enterprise income tax rate of 15%. |
With respect to the new and high-tech enterprises in the Industrial Park, in successive 5 years from 2006 by taking 2005 as base, the district finance department will give full allowance for regional retaining part of over base adding amount upon paying enterprise income tax, and municipal finance department will give support according to the 1:1 proportion. As for newly identified new & high-tech enterprises in the Park, they will enjoy this preferential policy in successive 5 years from the following year by taking the recognized year as base. |
As for software enterprises, except for the sales income which should collect VAT, such incomes as enterprise technical transfer being in conformity with the condition and formality, technical development and related technical consultation, technical service business income can be exempt from business tax, urban maintenance and construction tax, education fee addition and local education fee addition. |
The software enterprises can list personnel salary and training expense before the enterprise income tax according to actual amount. |
| If the enterprise employee in Industrial Park pays the district finance’s retaining part of individual income tax, the individual will be rewarded according to certain proportion at the end of the year. |
| Through the examination and verification by finance department etc., the investing unit will be given a lump-sum financial reward on IT industrial projects with big amount of investment. |

| ★ Shenyang Xihe Economic Zone |
| It is located at the west of Shenyang with a planned area of 356 square kilometers. It is the important base of heavy chemical industry within the planning of the 11th Five-Year Plan of Liaoning, new industrial highland built with priority by Shenyang, and the head for construction and development of Shenxi Industrial Corridor. The future Xihe Economic Zone will be constructed to be “dumbbell shape” along with Shenyang mother city. It will become new urban district and new heavy industrial zone with independent and complete function to face the future, which integrates production, living, entertainment and various social services, and become with independent function. The emphasis will be laid on developing heavy chemical industry taking advanced equipment manufacture, new-type chemical industry, metallurgical deep processing industry, new & high-tech industry as leading industrial orientation. The Economic Zone will fully develop trade, logistics, residence and entertainment industry suitable for various needs. |

| To provide land by the form of transfer, leasing, etc. for the enterprises residing in the Zone. The land use terms can be as long as 50 years． |
| In light of project scale, technical content and the contribution to Economic Zone, the enterprises built in the Zone shall be given a preference on land price. The scope of preference shall no less than the lowest standard of national land transfer. The businessmen at home and abroad are encouraged to develop by chartered plot in Xihe Economic Zone. In light of such factors as investment scale, strength, and construction time limit, more flexible encouragement policy shall be adopted. |
| Preferential Policy on Taxation |
| As for VAT and income tax formed by establishing enterprises in the Zone, the support of enterprise pioneering will be given by 100% of financial income of regional retaining part paid at current year after the enterprises are put into production. |
