Encourage transnational corporation to set up regional headquarters and business organ in Shenyang. With respect to foreign transnational corporations who set up regional headquarters in Shenyang, allowance RMB 500,000 yuan for organization cost shall be given. For those who set up headquarters in China, allowance RMB 1 million yuan for organization cost shall be given. As for foreign large enterprise and institution who set up business offices or branches in Shenyang, allowance RMB 100,000 yuan for organization cost shall be given.

Offer standard workshop for foreign-invested project. The whole city should construct standard workshop with a total area of no less than 1 million square meters, and ensure that there is a storage of 500,000 square meters for project-using workshop. For workshop leasing, the rent can be exempted in the first year, and charged half in the second year, the reduced and exempted rent will be undertaken a half respectively by the financial department of the city, and the district county (city) & development zone where the project is situated.

Actively support state-owned enterprises to make joint stock system reform by using foreign investment. Fully implement the conference spirit of state-owned enterprise reform of CPC Liaoning Provincial Committee and provincial government, support 24 state-owned key enterprises to fully make stock system reform through such methods as joint venture & cooperation, merging and restructuring etc.

Vigorously support foreign trade export and overseas investment. As for various district county (city), development zone and related departments under the city which fulfill the tasks of foreign trade export, capital allowance is given according to 0.02% of actual export amount. As for actually paid insurance premium for enterprise’s insuring export credit insurance, 30% allowance shall be provided. As for booth expense arisen when the enterprises participate in domestic or overseas exhibitions uniformly organized by municipal government, 50% allowance shall be given. Actively support Liaoning Foreign Exchange Administrative Bureau and Liaoning State Tax Bureau to implement trial work of timely tax withdraw of export network cancellation after verification in Shenyang. As for the single project up to USD 1 million arisen when the enterprises invest abroad, contract engineering and deal with labor cooperation, an allowance of RMB 200,000 yuan shall be given.

Fully exert the leading and driving role of various development zones (parks). With respect to key projects introduced by various development zones (parks), the method of One Solution for One Case should be adopted to give support.

Speed up the construction of aviation hub port in Shenyang. Actively cooperate with related departments of the province to do well the reconstruction of Taoxian International Airport, so as to enlarge the transportation capacity, speed up the opening of new international airlines, and try to increase annual number of people entering or exiting airport by a rate of over 20%.

Enhance the training of technical workers. Based on such industries as automobile, equipment manufacture, electronic information, chemical industry, medicine and service etc., six vocational schools will be constructed with emphasis, each school should have a scale of over 10,000 persons, so as to provide enough labor forces resource for foreign-invested enterprises.

Actually manage the existing foreign-invested enterprises well. On the basis of implementing “Three Level” Acceptance Responsibility System for foreign investors complaint, joint meeting system for foreign investors complaint is built by the participation of municipal government, Political and Judiciary Commission under the CPC Shenyang Municipal Committee, city court to coordinate and handle the difficult and complicated case of foreign investors complaint. Law enforcement countersigning system is carried out for foreign-invested enterprises, so as to maintain the lawful rights and interests of foreign-invested enterprises. A conversation conference will be held every month among mayor, association (chamber of commerce) of foreign-invested enterprises and key enterprises, so as to hear opinion and settle the problem by coordination.

Meanwhile according to clustering status of foreigners, we will actively plan and gradually construct other living areas with different country features, so as to provide good living environment for foreigners in Shenyang. Foreign investors are encouraged to invest in Shenyang to construct the schools and hospitals, recently we will complete the construction of the schools and hospitals which will specially serve Korean. On the basis of providing assembly halls for Korea Merchant Association and Taiwan Merchant Association, we will provide assembly hall for foreign enterprise chamber of commerce of Japan and Singapore etc. We will speed up the construction of such a batch of indicative buildings as International Exhibition Center, Gym, Music Hall and Museum etc., in order to further improve central city image and function of our city.
