Hunnan New District of Shenyang is located in the south of Shenyang urban area, which is a national industrial base supported by Ministry of Science and Technology for emphatic development of new & high technology. It implements the close management, and executes the management right of city level. The District emphatically develops the leading featured industries such as electronic information and advanced manufacture etc. The main park includes Shenyang Export Processing District, which is a special close area with function of “Inside the territory and outside the Customs”, and Singapore Industrial Park, which is a new & high-tech park taken IT and IC equipment manufacture as lead. During the 11th Five-Year Plan period, the municipal government will take Hunnan New District as core, and construct the grand Hunnan area. The planned area is 400 square kilometers.
Preferential Policy:
In order to encourage and support businessmen at home and abroad to invest, develop and construct in Hunnan New District, the New District has successively constituted such policies as Provisional Regulations on Fee-free Zone Administration, Land Transfer Policy, Financial Support Policy, Policy on Introducing Talented People etc., which provide national most-favored policies and strong support to the investors at home and abroad. | Enterprises residing in the District can enjoy national policies for foreign-invested enterprises, supportive policies for new & hi-tech industry and other various preferential policies. |
| No share ratio shall be restricted in investment fields where foreign capital is allowed; trial operation may be conducted in the investment fields where foreign businesses are restricted or restricted temporarily; overseas capital and private capital are allowed to participate in the construction of New District in various investment modes. |
| Where enterprises in the District are engaged in the development, research and production of new and hi-tech industrial project or construction of infrastructure, public welfare establishments and modern service projects, the New District will offer a special preference in different degrees on land transfer price in light of project level, investment amount and land fee payment. |
| The finance department of New District will give great financial support to residing enterprises in light of the actual investment and tax payment of the projects in the District. |
| The New District establishes development funds for new & hi-tech industry, which are used mainly for innovation fund, guarantee fund, discount fund and bonus fund for new & hi-tech enterprises. |
| The projects of new & hi-tech industrialization, infrastructure, public welfare establishment and modern service sector enjoy the treatment of “fee-free zone” and all the administrative charges will be exempted. |
